Additionals:
The 14-Day Testing Rule (Personal Accounts Only): If you create a new Personal developer account, you cannot immediately launch a public app. Google requires you to run a closed test with at least 12 active testers who must remain opted-in and test your app continuously for 14 consecutive days.
Device Verification: New personal account developers are required to verify they have access to a real, certified Android device using the mobile Play Console app before public distribution is granted.
