To create a Google Play Console developer account, your requirements depend completely on whether you register as an Individual (Personal Account) or a Company (Organization Account).Google enforces strict identity verification to keep the Play Store secure.

1. Requirements for All Accounts (Common requirements)

• Google Email Account with 2-Step Verification

• Age Requirement (18+ years)

• Registration Fee $25 USD.

• Accepted Payment Method (Mastercard, Visa, American Express)

2. Personal Account Requirements (Individual Developers)

• Service Charge = N300,000 / 225USD.

• Public Developer Name (pseudonym or business handle, separate from your legal name).

• Legal Contact Information:

  • Your full legal name.

  • Your residential legal address.

  • A contact email address and phone number (both verified via a One-Time Password during setup). These are strictly for Google to reach you and are hidden from the public.

• Public Developer Email: A public-facing email address that will be displayed on your Play Store app listings for user support.

• Government-Issued Photo ID ( International Passport, National ID card, Driver's License).

• Proof of Address Document (water, gas, electricity, internet) or a bank/credit card statement showing your exact legal name and address.

3. Organization Account Requirements (Businesses/Companies)

If you are registering on behalf of a formal business entity (LLC, LTD, Corp, Government Agency), the requirements are much stricter:

• Service Charge = N500,000 / 375USD.

• D-U-N-S Number (Crucial): A unique 9-digit data universal numbering system number issued by Dun & Bradstreet. Google uses this to verify the corporate registry of your organization.

• Public Developer Name: The brand name displayed to users on the Play Store.

• Corporate Web Address: A valid, active official website URL for your organization.

• Official Contact Information (Private to Google):

  • An official contact name (authorized representative).

  • Contact phone number and email address (verified via OTP).

• Public Developer Profile Info (Public on Play Store):

  • A public developer support email address.

  • A public developer support phone number.

• Official Business Documents: A high-quality scan of your corporate registration paperwork. Accepted documents include:

  • Certificate of Incorporation or Business Registration.

  • Extract from the commercial register.

  • VAT Registration Certificate or official tax documents (e.g., IRS letter for US entities).

• Authorized Representative Photo ID: A valid passport, driver's license, or national ID card belonging to the person authorized to manage the account for the company.

Additionals:

1. The 14-Day Testing Rule (Personal Accounts Only): If you create a new Personal developer account, you cannot immediately launch a public app. Google requires you to run a closed test with at least 12 active testers who must remain opted-in and test your app continuously for 14 consecutive days.

2. Device Verification: New personal account developers are required to verify they have access to a real, certified Android device using the mobile Play Console app before public distribution is granted.
